So, I've been looking around at C64 stuff, and I've seen a lot of cheap PAL stuff, mostly tapes. I was wondering, do they work with an American C64?

It's weird, the PAL regions seemed to be fine with using ultra-slow tapes rather than somewhat faster disks...

It varies by game. There are timing, flicker and screen position issues with some games while others run nearly perfectly. I started collecting and playing PAL C64 games in the late 80s and I would say the vast majority played ok on my stock US C64 with datasette drive. One of the things that pirates would do back in the day was created "fixed" versions of games that had problems to allow them to work better on NTSC C64s. As a general rule, I would say the faster and more "arcadey" the game, the more likely you are to have problems running it.

So a game like Fast Food (the Dizzy game) would have problems?

Only in UK, as there the horrible Spectrum ruled, and that was a tape only platform.
But, for C64 many PAL games in UK were actually released on disk as well, but most UKer's could not afford the high fdd price and stuck to tape too.
In Germany, most C64 games were released on disk, so I'd say stick to German ebay for PAL games on disk.
