Is it Super Mad Champ? It's part of the "Kunio-Ken" series that Nintendo World Cup is part of.

Do you mean "racing" as in racing with cars or running in a race (on foot)?

"Bikkuri Nekketsu Shin Kiroku! Harukanaru Kin Medal", or "Crash 'n The Boys: Street Challenge" as it's called over here has a 400 meter hurdle racing segment and it also features fighting alongside the athletic events.

If you meant "racing" like Super Mario Kart, with vehicles, then please disregard this suggestion.
