is there a licenced version of Pac-Man for the NES by tengen in the usual grey cart besides the unlicenced Tengen and the rare Namco Pac-Mans for the NES?

that is correct. Apparently Tengen finally relented and got a license to make NES gamea, Pac-Man being one of them.

Yes, but they did the "grey" licensed first, the "black" unlicensed came after (when they knew who to bypass the lockout chip)

I thought it was the other way around- Tengen signed up to be a licensee just long enough to figure out the chip and then started producing black cartridges. The grey versions are all supposed to be harder to find, anyway.

Not even close, its just slightly harder to find then the black one.

They also did the same for Ms. Pac Man . Theres a black one and a grey one.

The licensed Ms Pac is the Namco release. The three Tengen releases that were both licensed & unlicensed were Pac Man, Gauntlet & RBI Baseball.
