Have you tried asking Alex or Sensei at Risingstuff.com if they can special order the import games you're looking for? Probably the best way to go, imo.

I found Shining Force CD complete at a Play n Trade nearby. They want 64.99 for it. I'm sure that's way out in the ballpark of what you wanted to pay, however if it isn't, we might be able to work some sort of magic to get it in your hands.
