People do this all the time, over price an item and take offers most people do it to save on eBay fees.

The seller obviously doesn't expect it to sell for (INSERT ABSURDLY LARGE AMOUNT HERE). He is doing it to get attention. Mission accomplished, since there's threads about on damn near every video game forum. All it takes is one person to make an offer for ~.1% of the asking price and it's a good sale.
It costs the same low amount ($.05-$.35) to list an item via Fixed Price on ebay for a month, whether it's a dollar or a billion dollars. Getting thousands of hits for a nickel? Not a bad deal I say.
