Well, time to waste some money on good imports!

I've already picked up;

PC Engine -

PC Denjin Punkic Cyborg (Air Zonk)
CD Cyborg Rockabilly Paradise (Super Air Zonk)
Coryoon
Soldier Blade
Star Parodier

Sega Saturn -

Mizubaku Daibouken (Liquid Kids)
Cotton 2: Magical Night Dreams
Gokujyo Parodius-Da! Deluxe Pack
Sexy Parodius
Twinkle Star Sprites
Detana Twinbee Deluxe Pack
Jikkyou Oshaberi Parodius - Forever With Me
Prikura Daisakusen
Keio Yuugekitai Katsugekihen

I kinda like every genre, but I'm a bit cautious when it comes to fighting games, though I plan to get one or two, just not sure which ones. Been thinking about Waku Waku 7. Wish I could read Japanese, so many Saturn RPG's I would like to play.

My budget for imports is about $300-350, so don't recommend Radiant Silvergun or any other goldmines for eBay sellers!

I kinda like every genre, but I'm a bit cautious when it comes to fighting games, though I plan to get one or two, just not sure which ones.I recommend Street Fighter Collection (has Super Turbo and Zero 2 Plus... although it was released overseas). If you don't mind the higher price, Street Fighter Zero 3 is good. Vampire Savior. X-Men vs. Street Fighter. Pretty much any Capcom fighter. :D

I also thought Golden Axe: The Duel was pretty fun. Basically any SNK fighter is also good as well.

The Virtua Fighter series and Fighters Megamix are good 3D fighters.

For puzzle games, I recommend Tetris Plus. It's my favourite version of Tetris. Saturn Bomberman also rocks. Any Puyo-Puyo or Puzzle Bobble game.

Dodonpachi is a sweet shoot 'em up that isn't too expensive.

Twinkle Star Sprites is a fun mix of shoot 'em up and puzzle.

Jackie Chan on the PC Engine is pretty fun. Alien Crush and Devil's Crush are also awesome!

Tenchi wo Kurau 2 for SS. Tenchi wo Kurau 1 is on PC Engine but I haven't played it.

Elevator Action Returns for SS is great.

PC Engine....
Gotta have Super Star Soldier and Final Soldier, Metal Stoker, all Konami Hucards (Gradius, Salamander, Detana! Twinbee and Parodius), I'll edit as more come to mind...

Edit:
> Override
> Galaga 88
> Ninja spirit
> Operation Wolf
> Son Son II
> if you get an arcade card, Hudson Soft's ports of SNK's Neo Geo fighters
> Gradius II

For PCE shooters, I can recommend Download, Parodius Da! and Salamander.

I highly recoment these as well!
They are 3 of my top 5 must own HuCard shooters.
The other 2 being: 1943 Kai, and GunHed.

Other must own shoot-em-ups are Nexzr, Star Parodia, Down Load 2, and Lords of Thunder.

and you need Guardian Heroes for Saturn!

Both Lords of Thunder and Gates of Thunder (along with Salamander) are some of my favourite shoot 'em ups ever. I guess I'm more of a fan of the horizontal shooters. I think my favourite vertical shooter on the PCE is Gunhed. On the Saturn, it's Dodonpachi. I'd say Radiant Silvergun, but I haven't given that game more than a 15 minute run since I don't actually own it.

I prefer the PC-Engine versions.

You have a ton of shmups and everyone seems to be suggesting shmups, so I'll go the opposite direction: RPGs. While the language barrier can be daunting, I've found some great titles that are fun regardless.

PC Engine/CD:
AnEarth Fantasy Stories - Possibly the most beautiful title you'll ever play. There's a walkthru floating around so if you don't mind going off of that it's really easy to play this one (it's not that difficult w/o a walkthru as well).
Dragon Knight II - I love this game, and not just for the nudity. This is an excellent first-person dungeon crawler with great cartoony graphics and a hilarious cast. Did I mention the nudity? Yeah, there's nudity. There's also a walkthru for this (on honest gamer), but once you know what the menus do, it's not that tough to figure out where to go. Just remember to walk around everywhere in the dungeon (every square inch), talk to everyone if you're stuck, then walk around the dungeon again.
Aurora Quest - This is another humorous RPG. There are no walkthrus for it that I know (well... there's one in Japanese...), but I was able to get thru 2/3rds of the game on my own. I did stuck tho, so keep that in mind if you're thinking about this one. The humor is so over-the-top and the creature designs are so patently ridiculous that the game really has to be played at least once.

Saturn:
Sakura Wars - This is a really fun strategy-rpg/dating-sim game with a translation guide/walkthru available on gamefaqs. You definitely do need the guide tho as the dating-sim aspect would be very difficult to get thru without it.
Wachenroder - This is another strategy-RPG by the same guy that did serial experiments lain (the game & the anime). The art style is immediately striking. I haven't played enough of the game to know if you can get away without using a guide, but there's one available (with full translation) if you choose to use it.

Other Saturn games that I've heard are good but haven't had a chance to play yet: Shining Force III scenario 2 & 3, Princess Crown, Terra Phantastica, Tengai Makyou IV. I played but didn't like Slayers Royal; and while I won't say it was a bad game, I didn't find Psychic Assassin Tarumaru to be worth the price of admission.
