Not always. Sometimes Not For Resale could be a promotional item (Such as Game and Watch Collection for the Nintendo DS), or indeed a demo out of a kiosk, as most Nintendo DS and Gamecube promotional discs do in fact say Not for Resale. The majority of NFR games though are from pack-in consoles.

That's not all clear to me either, I heard numerous stories.
Iirc these would have been loaner carts ( ment for rental stores), and were used to borrow and bring back. The renting video's or better said dvd's. Correct me if I'm wrong though, I just heard it back then when I bought them. I dunno if this is these case though....
