Yup. The cover just looks that way.
SFC has the guide listed as rarity "uncommon" and valued at $20. But who knows if it's outdated.

$20? Wow, That's crazy money. I've still got mine. Think it was from GamePro or some such. It wasnt a bad insert but $20? As I've never seen one sold, I guess that's as good as any though I wouldnt pay more then $10 for it.
