If you format the HDD does it get rid of the CC info? I heard you have to call them to get rid of the info... is that true?

Yeah, the info is stored online. It's tied to your gamertag, so as long as you're not selling that too, you can ditch the console and not really worry about it.
Calling Microsoft to get the credit cart info is an exercise in futility...

You can do it through the 360 website now I believe. I would never give M$ my card details anyhow, I just use pre-paid cards.

If you have more than one credit card you can consolidate it down to one during the license transfer process.
But total removal? I think you'll have an easier time taking a photo of Bigfoot ... having tea with the Loch Ness monster.

From all of the responses there and on other blogs, it looks like the key to removal of any credit card is - if the card is tied to a gold account that's in auto-renewal that you can't use that online tool, and that currently getting MS reps to turn off auto-renewal for a single card on the account is the sticky wicket/impossible.
Even XBOX.com says this:

I don't want my info on my xbox if I sell it but if I delete the gamertag will the info be gone?

Just re-format the hard drive. That's what I did when I sold my launch system to get a HDMI 360.

I'd also do what Frankie said too. Make sure your XBL Gold isn't on auto renewal and have them turn it off.

Your credit card number is not stored on your hard drive or your memory unit. If someone were to get access to your live account, they wouldn't have access to your credit card number either. The worst they could do is make purchases on Live that can only be used using your Live account/gamertag. That's it. Your credit card data is stored on MS secure servers, and is not located anywhere on your 360 or attached devices.
If you delete your live accounts though, no one will be able to make any live purchases on your card.
