Well, they technically are "toys" in the sense that something like Simon or Electronic Talking Battleship is a toy. They're just...really...really expensive toys.
Though, I'm confused. Why the Dreamcast for the 90s instead of the Playstation? The Dreamcast barely even made the 90s.

The Dreamcast wasn't even a big deal compared to the Playstation or N64 :|
The person who wrote the article must have been a huge DC fan to include it in the list, hehehehe; i am a big fan ... but i wouldn't count it.
And i totally agree with the NES, it was one of the most desired and successful toy in the 80's and still 90's.

Maybe they thought the Playstation was just for older more mature gamers, so it doesn't qualify as a toy for kids. However, since the Dreamcast has pretty colors on the controller, it must be a toy in their eyes.

No intention to make a "PS vs. DC" thread about this, but perhaps the reasons the PS aren't in would involve things that the Dreamcast legitly has over it, such as 3D Graphics aging quite a bit better on the Dreamcast (most Dreamcast games look on par/better than, uh, a decent amount of Wii games that sell like hotcakes.) or a significantly lower chance of random casual-buying landing you a complete dud of a game.
Or maybe PS2's backwards-compatibility makes the PSOne less valuable as a "Best Toy", since, well, you can obviously get a better one that plays all of those.

So it only paved the way for the Wii and the DS? I would venture to say it paved the way for all modern consoles, not just the Nintendo ones. That sounds like a quote directly from Nintendo's PR department...

Dreamcast was likely the newest and definitely the best console at the time of the article and it is a quality system. The name of the magazine is "GOOD HOUSEKEEPING".

There was a short window where the DC was "the" system. Biggest launch up to that point and ton of great games. Keep in mind as well the DC was ahead of it's time. It ushered in online play, represented a step in 3d graphics to a far more lifelike experience (one could argue that the jump from 32 bit to the DC was the last great jump in graphical power). And for a bit, was appearing in TV shows, movies and comic strips not known for being "tech savy" (Sally Forth if memory serves).
