I have some questions about Gran Turismo for the PSP. Is it recommended to perform the UMD install to the memory stick? What are the benefits of doing so? Also, has anyone else found the handling of the cars to be difficult? I have found that the analog nub is very sensitive and causes oversteer.

Faster loading is your benefit. I've also noticed the touchy controls, just chalk that up to the system's design.

I don't know about GT PSP, but when I had owned the PSP version of Test Drive Unlimited it worked fine. I own the PS2 version so sold the PSP version.
I'd say if you want a great racing game for the PSP, buy Test Drive Unlimited. If you want the best version of the game, buy it for the 360. You can create your own checkpoint races and play them against friends on the 360 version.

An install to the memory card will probably make for faster load times, but I didn't do this and the load times are still pretty fast. As far as racing using the analog stick goes, I would just stick to using the D-pad. I've been playing GT games since the early days, and could never use the analog stick, especially the shitty PSP one. Most of the cars handle great. I've only found that some of the older cars handle like shit.
