It's way more likely that it's just a hack of Rockman 6 with a "7" in place of the "6" on the title screen. I remember reading about a supposed Rockman 7 for the Famicom and that's what it turned out to be.

Well, there is something like this in existence:
http://www.indiegames.com/blog/2008/06/remake_game_pick_rockman_7fc_m.html
However, it's a PC game and (as-is) could never, ever be put on a Famicom cart. Ever.

Can Rockman 7 be made on the Famicom??

I have played the Rockman 7 NES remake on the PC. It was very well done, and felt like a genuine NES Mega Man game in every way.

Yeah, it's most liekly to just be Rockman 6 - see here (http://www.nesplayer.com/pirates/rockman7.htm)
You shouldn't trust pirate game labels.
EDIT: In fact that site even has the same cartridge that you posted: http://www.themechanicalmaniacs.com/images/pirate/Rockman7-Pirate-3.jpg

there is a guy here at a local flea market that swears he has a MM 7 for the NES. I told him I would pay $50 to see it and take pictures of the board and case. He hasn't ever taken me up on it.

If I remember correctly, the first guy to turn up a legit FF2j NES proto said he had access to a MM7 NES proto. Of course, lately, when have I remembered correctly.
