I know it's not exactly what you are looking for but... you could put a 48in1n or 60in1 in a Jamma cab, and it contains both of those games. If you then put a 4 way joystick in the cab, you probably couldn't tell the difference between the games. You can get a 48in1 for about $70.
I also did a little digging, and I couldn't find anyone that did this conversion over at KLOV. I don't know if the Galaga/Ms. Pacman board is jamma or not. I guess you'd have to ask someone who has one. But if that board was JAMMA, you could possibly get a Ms. Pacman to Jamma converter that would allow you to plug in a JAMMA board. But this is going to cost you quite a bit more than a multiboard- if it's possible.
Again though, I'd find a JAMMA cab and get a multiboard. It would be a hell of a lot easier and cheaper (and you wouldn't mess up an original ms. pacman cabinet).
I have a multiboard and the galaga and ms pacman games are emulated very accurately.
EDIT:
Apparently the Ms. Pac-man/Galaga board is JAMMA. So it wouldn't really work inside your Ms Pac-Man cabinet without rewiring it for JAMMA. Also the this board goes for upward of $200 bucks, and wouldn't offer any real advantage over a multi-board that's half the price. So it really doesn't matter if you get the multiboard or the combo board, they'll require about the same amount of work.

There are also adapters that let you plug JAMMA games into Ms. Pac-Man boards. Don't forget though, you'll need to add some buttons to play most of the games.

I already have the Ms. Pac-man cab. I was looking at this site and they have 2 things. They have a Ms Pac-man to Jamma converter that doesn't require an additional power supply for $59.99 ( the cheaper one requires a power supply), and a 60-1 vertical Jamma PCB ( both located on this page). What do you think about that? I was wondering if you could set it up to use the player buttons for the fire buttons?

That would work- it looks like you have it pretty much figured out. The problem with adding a JAMMA board into a Ms. Pac cab (as you've already figured out) is adding another power supply, if you don't get the converter adapter. This is because JAMMA boards require different voltages than stock pac-man boards.
I got the 60-in-1 board too. Although there's a member named Nixs over at KLOV that sells them for $90 shipped.
As far as the button situation...
I found this quote at this link (http://www.jammaboards.com/store/60-in-1-multigame-pcb/prod_212.html)
If you don't want to modify a stock panel to add a button, you can wire it and the 2 player start button together (the button will function as both a fire button and a 2 player start button, but since they both don't work at the same time anyway, it doesn't matter). Do NOT do this with the player 1 start button as you do need those buttons independent during setup mode. 15 of the 60 games can use an 8 way joystick, only 2 games (1943) use 2 joysticks for 2 players at once. SETUP: There is an onboard DIP switch for monitor orientation, CGA/VGA, High score on/off, and setup mode. The rest is done in the software after entering the setup screens. I recommend installing two momentary push buttons for Service and test, but add a third SPST switch to HOLD the test switch on, this allows you to power on the machine and enter game setup WITHOUT using the on-board DIP switches. You don't have to access the board (open the back of the game) to enter setup. SOUND:
Or if you're not worried about messing up your control panel, you could drill another hold and add a button (or 2). Or you could just by a second control panel, if you don't want to mess up your primary.

Pac/Ms Pac suck with an 8 way stick. If you move the stick diagonally it won't register a move. This will result in a lot of dying.
If you wish to convert the cab, there are a few ways to do it. The Ms Pac/Galaga is expensive as the reunion board is very pricey. But, if you want a machine that is worth the most, then by all means, get one off of eBay and redo the paint/sideart/control panel/marquee/bezel to match the 20th Reunion machine.
The 48 in 1 and 60 in 1 are decent conversions for the system. I'd recommend the 48 in 1 if you don't want to put the trackball on the control panel.
There are companies out there that make replacement control panels, complete with buttons and overlays, for the 48-in-1 and with the trackball for the 60-in-1 game boards that fit the Pac cabs.
