PSP internet browser issue

My friend has a problem with his psp internet browser not working. He says that when he goes onto the internet browser, a white screen loads up for about a second, then takes him back to the main PSP browser, kicking him offline.

He said that the other day he used windex to clean off his screen, and some windex got into the HOME button.

What is the problem and and what can he do about it?
