This has just sold on Yahoo Auctions for ¥800,000, unfortunately I don't speak Japanese so have to use the far from perfect Google translate for the description:

It seems that this was co-developed by Sega in 1988 for use in teaching road safety awareness.

So is this the only known example of this title, and if so, was it previously known about prior to this auction? I can't see anything like this in the Sega Master System rarity guide.

A second question... do all Mark III cartridges have little clips on the back for overlays like Colecovision carts?

All SG-1000 and Mark III carts have those "clips" you refer to, except they're not really clips, they're solid notches and the cartridges thusly won't hold overlays. No loss, since no titles came with any.

After a bit of searching it seems that this item of software was only known from a 1988 Japanese newspaper article:

The name is "Game De Check! Koutsuu Anzen" (ゲームでチェック!交通安全), meaning something along the line of "Let's check traffic security with a game!".

Seller doesn't say from where he obtained the cartridge, but he held it in his collection for many years. He makes a reference to this very thread being the only place talking about it on the internet (quoting me for using the word "legend").

Says its good looking and well playable (with a "surreal pop" feeling to it). To be relativized on the fact that it is a driving security software, mind you.

Yeah, I believe it was rumored to exist (due to that article) but no copies had ever been found until now...none that I'm aware of anyway.

After reading the Japanese article I gather this this was co-developed with insurance company Marine Tokio to promote traffic safety awareness and was available to loan for free by kindergartens etc.

That would be my guess. It was originally listed for ¥3,000,000 ($33,000+) and he made an offer.
