is there any cheat device that is designed for playstation one, that is compatible with playstation 2?

The CD and Dongle (Memory Card) Based GameShark or Action Replay will work.

You have to be careful with the Game Sharks. Some of them work on PS1 and PS2, and some only on PS1, and they're not marked specifically to tell you.
