No, I think not.
It's based on the Michael Jackson movie: Moonwalker
Just because Sega made an arcade game of the same name, based upon the same movie, and released at about the same time, doesn't mean this game's a port of the arcade game. They share a similar theme, but they're quite different.

I asked this question here once before and no one had any answers. The two games are totally different so I never "got" how one could be based on the other, but keep in mind that the seciton was originally written by a Sega employee who had input to these things

It's definitely wrong. The SMS and Genesis version are similar but neither is like the arcade game.
