There were two versions of Sonic the Hedgehog: one which had stationary clouds and a glitch with the spikes, and one which removed the spike glitch and had scrolling clouds.

Was the latter ever released outside of Japan, via compilation or anything?

The one without the glitch and the scrolling clouds was release only in Japan I believe.

Sonic Jam for Saturn and Sonic Mega Collection use the fixed Japanese Version 2.0 of Sonic the Hedgehog.

As I understand, there is a button code in Mega Collection that allows for switching between the versions.

I believe this is true as well.

Different versions of Sonic 1

In Sonic Mega Collection, the version of Sonic 1 you play is the Japanese version.

You can play the US version by pressing, on the info screen for Sonic 1, Up, Z, Down, Z, Left, Z, Right, Z. The American version differs in that the clouds don't move in Green Hill, there's no wavy water in Labyrinth, and the level select is in the wrong order.

To play another Japanese version, which fixes the bug which makes you continue to take hits when you hit spikes even if you're flashing and supposed to be temporarily invincible, hit, on the same screen, Z, Z, Z, Z, Z, Z, Z, Z, Z, Up, Down, Left, Right.

I too, never knew there was a difference. Is this an option to change back and forth in the PS2 Mega collection?

I think Sonic Jam is the best way (besides emulation) to test out the different versions... could be wrong though.

I know that most version of most Sonic games are available in ROM form, but that's about it.
