Puzzle Bobble/Bust-a-Move.

You hear it before every level. Not sure if it's used in every variant of the game.

I always heard it as "Ready... Goooo!", but that's still probably what you had in mind. Just search youtube with either title above.

Didn't one of the PSX Ridge Racer games have a female announcer? Maybe that's the game. I should check videos of Ridge Racer (other than the first one) to see which one featured the female announcer.

EDIT: Nope, not Raqe Racer.

Sonic R had a female announcer that said "Ready...Set...GO!" before each race.

lol... ridge racer was the first thing to come to mind for me too but after looking back at gameplay videos it doesn't seem to be it at all.

Maybe you think you heard Get set. Go. But you were really playing Jet Set Radio and heard them say, "Jet Set Radioooo."

Some of the female voices for the DOA game announcers kinda do this. Not sure if thre is exactly a "set go" one though.

I'm almost 100% sure that the game you're looking for is California Speed.

Check out the :42 mark.

She's got this high pitch tone to her voice.

I remember these words.

That's from Hydro Thunder (N64, DC)?

EDIT: lol, checked Hydro Thunder and it says:
"3, 2, 1, Go Go Go!" (male voice)

It must be a Cruis'n game.

F-Zero X?

No. It's a robotic male voice: "3, 2, 1, Goooooo...."

I don't think that game even talks. It's just grunts and the beeps in the begining of the race

did bust-a-groove or part 2 say that at the start of each dance?

Nah. I would have remembered that one from all the times I've played both games. It might have been in Speed Racer for the PS1.

Pole Position?

I don't remember that phrase ever being in Pole Position.

I just remember "Prepare to Qualify" and the one that says something like good driving, you're qualified to race.
