I have a Japanese SNES (Super Famicom) and am trying to connect it to a PAL TV using a SCART cable. The console powers up fine but I am not getting a picture. Can anyone help?

I think that you need to modify the SFC for that:

I'm not sure if it's problem with the speed. Maybe because of SFC scart compatibility.
Have You got any other NTSC machines? Can ya play without black-and-white display? If so, that means your TV is compatible with 60Hz and maybe I'm sure.
Just made a "double-click". Please, delete it. :)

I do have a PC Engine Duo-r and I do get a picture and it works fine but I use don't use a scart connection with that. The the problem is no picture with Super Famicom, when i connect it to TV using SCART, could it be the cable or will I need to modify the console?

Are you using a PAL SNES scart cable? if so then grab a Gamecube Scart cable and use that instead, the pal snes scart cables lack the resistors that the ntsc cables have but PAL GCN cables do have the resistors in.
Thats pretty much the only thing I can think of to help you out.
