As a game collector, there are many games I enjoy that were never released in the U.S. I have mostly bought Japanese imports because I know the tv signal is the same NTSC. Are there any home game systems that will play European or PAL region games without any modification? I have bought C64 cassettes, and CD-i games that were European, as well as many portable game system games that work with no problem. Am I missing out on other games that play fine on U.S. systems?

The Sega Master System shouldn't have any problems. Of course most handhelds and PC games should work fine too.

PS3 (although for many games you'll need an HDTV) and PSP as well as Gameboy/GBC/GBA/DS.

Add ColecoVision, Jaguar, and Neo Geo AES to the list. As well as pretty much every portable system except Nomad and TurboExpress, and including Vectrex and Virtual Boy.

Also, be careful with PAL C64 games. Not all of them will work on an NTSC system... you've just been lucky so far I think.

The NTSC CD32 plays PAL region games, but you need a monitor that will accept a PAL signal.
