Wrong site to be asking such a question, my friend. Not sure why you'd even want to do that, given how cheap it is to, you know, get the games legitimately.

Short answer is no and grolt alot of PS1 games aren't even remotely close to being cheap in comparison to a burnt a CD.

How many cost more than they did at retail? How many can you get for under $10?

Less than 2% are their retail price or higher. More than 90% are probably atleast half the retail price.

Using an image file with an emulator on a PC for free? ;)
I really wouldn't bother, the more desirable games aren't really that rare so they should be easy enough to find at a good price if you're patient. The only exception that I can think of is playing fan translated games on actual hardware, but I'm pretty sure you would need to mod a system to be able to do that.

The PS3 can play burnt games and any region actually. There are three ways. One you had to do console modding, the second you don't but I'll leave off the general idea on how to do this one, and the third you can play them off a USB drive.
The only games I have that the PS3 can't play are JP PS2/PSX games and I've looked into what I could do in order to play them. The easiest way is to rip each game and play them off a USB drive.
I won't tell any one how to do it, though. If the op wants to take the time to research other peoples methods than he can go do that since I'm sure the games will be played illegally anyways.

I would imagine whomever asked the question probably has a collection of burnt games they would like to play. If not, don't bother. If a burnt PS1 game won't work on a non-modded PS1, obviously it will not work on a non-modded PS3.
Forget piracy, stick to legit gaming.
