Well, that seal looks very rough and worn, but I would say authentic....lol

Really? You would go 995? I wouldn't go above 920. That way there is some "fudge factor" in the grading. It is hard enough to come up with a 920, but a 995, it must be perfect.

I think it is a reseal. I know because of the pixels and that I have seen many reseals in my lifetime.
