Luca Blight from Suikoden 2. It was a toss up between him and Sephiroth mainly because they are all like mega evil and stuff, but hands down Luca Blight is way more demented and messed up than Sephiroth. More heartless in my opinion too ;).

Come on we ALL know Kefka> Sephiroth, I mean who else kills his fellow soldier, poisons a city's water system and destroys the world only to create his own world so he can rule it?
Also, Sinister.

This award goes to Omochao and the decision is no contest. He slows down gameplay by making you listen to him and giving you advice you don't need. What a sinister plot!!!

I'd say Galcian from Skies of Arcadia is pretty sinister. Not only does he betray and use everyone around him, including his Empress and the woman who loves him (sending her to her death). He destroys his home country in one fell swoop with apocalyptic rain of moon stones just to demonstrate his power. He's a pretty sinister guy.
Of course he has nothing on Omochao. Or the Tails Doll.

Agreed, Kefka made Sephiroth look like a crying emo baby....oh wait.

Villains more sinister than Sephiroth:
Shao Kahn
Bacterion from Gradius
the Bydo Empire from R-Type
Super/Hyper Drunk from the Bubble Bobble series
Dracula from Castlevania
Red Falcon from Contra
These either wanted to conquer the world, the realm, or turn you into bubble blowing dragons, they didn't care.

Sephiroth is retro, and indeed classic. In my limited time on this board I sure do run into alot of people with "something to prove" or a bad case of "impatient, holier-than-thou" syndrome. What is up with that?
"Crabs", "Scissors", "Teeth"
They gonna bite your 'penis' of, now that is sinister

I'm going to vote for the bad guy in Braid ;)

Kefka wasn't any good, he was just too much it couldn't be taken "seriously". His lines were poorly written: "I HATE HATE HATE...etc." for one. At least Sephiroth was a bit mysterious and had some different motives than the tired "I hate everything and will destroy it for that very reason, hahaha!"

Bowser, he could be accused of various kidnapping charges and he continues.

I would have to go with Crayman from Panzer Dragoon Saga.
Sure there are other villains that have destroyed worlds, changed the past and resurrected evil gods and Crayman has done no such thing. That's exactly what makes him so frighteningly real. He is not some powerful, grand spectacle of bad-assness. He is a simple man with an idea, a goal, and he will do anything to accomplish it and not let anyone or anything stand in his way.
His presence, his actions and his voice... are so overwhelming and foreboding. Every time Edge chases after him and screams "Crayman" with so much anger and sadness in his voice it just brings chills down my spine.

RUN HOWARD!
The Duck? But he's a zombie now, he doesn't have to run from anything.

Luca Blight and Kefka are definitely the evilest villains that I know of.

? you kidding me? poorly written? NOTHING about FF3/6 is poor, ask anyone who has played it during the snes or ps1 time period.

Hell yeh dude. Ff3/6 is one of my favorite RPGs of all time. It has so much depth and all the characters are unique, definitely something that alot of RPGs of that time didn't have. SNES had a bunch of good RPGs for it's time, buntline I said FF 3/6 is one of the top in my honest opinion.

Except the load times of the PSX game over SNES.

Bleh, FFVI had too many characters lobbed on you. Every other hour, there was a new character that had nothing to do with the plot, but somehow coincidentally met up with the main party. Annoying.
Pokey/Porky > Giygas. He's just a kid, but he stabbed every single person he's known in the back.
I like Geldoblame, as a villain. You need to play both Baten Kaitos games to understand his villainy fully.

Not to say the Suikoden series is bad but every game has had 100+ characters much more than FF3/6. I loved getting each and every character because they all had their own identity.

Hell yeah man. The Suikoden series is awesome to me pretty much in that sense alone. I went out and bought Suikoden II just because I remember playing it back in the day and getting all the characters. I guess everyone is different, but with so many characters there are so many possibilities. I like talking to my friends and having them tell me "Yeah I used these 6 character". Mainly because with so many characters, there is rarely ever the same group between friends, So you get to learn the strengths and weaknesses of each character. Not to mention the Suikoden series has mini quests and story plots with mostly every character to help bring them into the storyline.
