You need to sign up here:

Once you sign up you will start getting rewarded for your eBay purchases. Every three months eBay will send you a reward certificate so that you can use your reward on eBay.

This isn't spam either, I just registered myself. I spend too much as it is so it'll be nice to be rewarded for doing so.

I was VIP for a year and it was...shit. It's basically Ebay Bucks but with some added offers, most being stupidly crap.
Ebay Bucks is awesome. VIP is not.
I wish Microsoft would bring back Bing Cash Back. That was friggin' awesome, specially when paired with Ebay bucks.

Ebay bucks is ok but you only get rewarded if you happen to buy tons of stuff. And since(over the last year) I've transitioned to selling more stuff than I buy, my ebay bucks have never been more than a few dollars at best. But it's definitely better than having no rewards program at all.

Wait, it wasn't available to everyone (in the US) until now? I've been a member for a while now and I assumed it was open to everyone. It's a great program. No reason *not* to sign up. It's free money!
