I won a single, loose C64 cart from a seller in Germany... and they've quoted me 12 Euros (around $12) to send to me here in the UK. It should cost 2-3 Euros. I mean, ffs, are they wrapping it in lead or something?! I have unleashed a little back at them, so I will wait to see what I get reply wise...

Did they announce in the auction description what shipping was going to be? If they did then your probably screwed. But if they didn't then you probably have a beef and can report them to ebay. Over inflated shipping charges IS an infraction that you can report according to Safe Harbor.

Method of shipping wasn't in the auction description. But I've had a reply back and been told they normally only ship one specific way/type (hence the price). I've asked them to quote me on normal letter post (as that's all it'll need)...

Thats not as bad as the guy in the states who in the auction said shipping would be $3.50 US for shipping to Canada, then tries to get me to pay him $22.50 US. because he says thats how much the shipping cost to Canada from the US (its going in a bubble envelop surface mail)

I know stateside, UPS will charge you $8.00, wether it weighs 1 ounce or 5 pounds. And some people will ONLY send UPS. So it COULD be something along those lines maybe?

After much discussion with them, yes it does appear to be something similar to that Sylent. And the fact the switch to the Euro has seemingly made prices go up (no surprise there!). At the moment, I'm gonna take a look and see if there's anything else they have I want, because within reason, a few more items will cost exactly the same as before to send to me...
