What do the 18 and 20 rarities mean

In the digital press online rarity guide, they have some games that are rarity 1, 20 and I believe 16. Does anybody know what they mean? Sorry if I'm posting in the wrong section, its my first time in the forum

I think the Lightspeed PS1 games had a few odd entries, but that's all I can think of.

It's the PlayStation Lightspan entries. Some of them were mis-entered by me. The number was their value.
