will this really play PAL SNES games on a NTSC console?

Yes and no.

Simple early releases will work fine, but any other later games will not. A lot of cartridges will boot up with flashy text "This game is not developed for your Super NES/Super Famicom system".

I even tested some PAL games running on PAL console using a converter. Games like Donkey Kong Country, Terranigma, Yoshi's Island and even Secret of Mana shows up only a regional lockout screen. o_O

But there are only a few games that are necesery to buy for US gamers on PAL SNES. Trust me, better look for NTSC releases.

AD-29 Upgrade Version and the Fire FX were among the later released adapters, they should have pretty good compatibility. As mentioned above, games like Terranigma will be the true test.

A Pro Action Replay MK2 with a later BIOS (ex: 2.P, 2.T), or a Pro Action Replay MK3 are the best bet.
