Okay, so this is probably a dumb question to ask, but I'm looking for a little education here.

I have two copies of Surgical Strike. Both are in the exact same condition, and appear to have been released at the same time. HOWEVER, the discs are different. On the information side of the disc (the shiny side), there is a thin, tiny little band around the outside of one that has what I believe to be manufacturer information or some such. The other one lacks this tiny little band. Is this sort of thing common? Did Sega use different companies for the production of the same game?

I know it's a weird, quirky question, but I'm genuinely intrigued because everything else is identical on them.

If you really want to be sure they are exactly the same, I would suggest ripping the discs to your PC's hard drive and comparing their hash sums (with a program such as WinMD5). There may very well have been two different revisions released.
