Just a heads up for those of you who didn't know that (like me before today) PayPal dings you for the $0.30 PayPal fee when you process a refund. So say Jim Bob pays me $10 and gives the wrong PayPal address when checking out. He then asks you to ship to the correct (different) address. In order to be covered, I have to refund his original payment and ask him to resend payment with the address corrected. When processing the refund, however, $10 is sent back to Jim Bob, but my account now has -$0.30. I called PayPal on this tonight, and they said this is their new policy. Guess I didn't realize it until now. And there doesn't seem to be a way to avoid this sort of thing with them. Just another heaping helping of PayPal bullshit.

Just another reason to use Paypal gift method discretely.

Is this only for full refunds, or does it apply for partial refunds too?
WHY THE HELL HAVEN'T THEY BEEN HIT WITH A FUCKING CLASS ACTION LAWSUIT YET

Full and partial, both. I was as surprised as you were. I had to pay $0.30 for a customer's mistake!

It looks like this has been in the books for a while.
Amendment to the PayPal User Agreement
Effective Date: Aug 10, 2010
* Amendment to the PayPal User Agreement
Refund Fee. Section 8.5 (Additional Fees) is amended to add a new refund fee. If you refund a Purchase Payment, we will retain the Fixed Fee portion of the Purchase Payment Fee. The buyer’s Account will be credited with the full Purchase Payment amount and the Fixed Fee portion of the Purchase Payment Fee will be deducted from your Account in addition to the amount of the refunded payment. The Fixed Fee will depend on the currency of the Purchase Payment and is listed in 8.4(c).
Looks like they hadn't actually put it into effect until now.

Just to note, you DON'T have to send to the confirmed address in Paypal to still be covered by the seller's protection. Been that way for a while now...

Well, you don't have to send to A confirmed address, but you DO, I believe, have to send to the address they list as the "ship to address" on their payment. This guy just messaged me after paying and said send the item to address X, instead of address Y, which was on the payment.
