Hmm... Doesn't look like it. Maybe some really bad artist's horrible interpretation of a Cheetahman.
I just don't remember any of the Cheetahmen having a mullet. Then again, I only played the first one, still haven't tracked down number two.
Either way, it's probably the ugliest tattoo I've ever seen.

Took me a second to realize what I was even looking at. Thought at first the top portion of it was a border. After finally realizing it was hair, the tattoo looks like garbage. It was better when I didn't know what I was looking at.
