Lethal Enforcers Cart Only?

So I bought a MegaDrive Justifier the other day for only $4, and want to pick up the Lethal Enforcers games. However, I keep seeing the original as cartridge only. I checked the DP Guide, and it said that when complete, it should come with the gun in a big box.

Was the game ever released as a standalone clamshell/cardboard case? Is it only available separately from the gun as cart only?

I know the sequel came in the standard MegaDrive packaging.

I've never seen a copy in standard casing, I have a complete copy in the large oversized box with the gun and I'm almost positive that's how all copies originally came. Most people didn't bother to keep the box which is why you keep finding loose carts, the box is really huge.
