With the new pokemon games now out the total number of legendary pokemon is 47. This is a technical number of what is classified as legendary by the game but some of the pokemon under this classification hardly seem like they belong in the legendary category. For example I don't personally consider deoxys, heatran, or victini legendary pokemon. When I think of legendary pokemon I think of creatures that have such power they could alter the weather or destroy the world like arceus, or the bird trio.
So I'm wondering which pokemon people don't consider legendary or if certain ones should be demoted because they just don't seem to live up to the legendary status.

I think there are far too many of the damn things. So many are pointless, have little to no introduction and are throwaway ones. Especially ones introduced in the 4th and 5th generations.
We could easily get rid of Shaymin, Heatran, Phione and about half the ones in Gen V. But then I put it down to Game Freak's usual laziness. It's much easier to design a few more legendaries than standard Pokemon. Or, heaven forbid, a change in the gameplay mechanics.
Edit: and in response to your question, I'd say Heatran.

Probably any legendary Pokemon that isn't in Uber status in battling tiers. Like Heatran, the bird trio, the dogs, etc
If they're gonna be legendary they better be overpowered as all heck.

I think the term is just used to cover a lot of situational pokemon. Most anything that seems to only appear once a game or from a d/l event is classified 'legendary'. But, I see what you mean, so..
I'd say Shaymin. If I can accidentally K.O. it mowing my lawn, it doesn't deserve to be legendary.

Agreed. That's pretty much what I've taken the term to mean. And yeah, their numbers do seem to inflate with every generational release.
