Wondering what is the best place to score one of these besides ebay. Also is it plug friendly with US outlets.

It's not. We use 220v or whatever.

The earlier Slim model PS2s have an external PSU - if you can find the corresponding US PSU, you'll be able to use a PAL unit without a step up converter. You want a series of machine between SCPH-70000 and 77000. They changed the PSU for the 79000 series and I've never tested it, so I can't confirm with those. For 90000 series on, the PSU has been reintegrated into the unit. Best to look on eBay.

The next issue is making sure your TV supports a PAL signal. Not sure how this has changed for the era of HD TVs, but most US TV sets only support NTSC display modes, while PAL TVs usually support PAL, NTSC and SECAM. If it does not, you'll only be able to play games that have a 60hz mode (~15% of the library, you can take a peek at the hideously out of date 60hz guide I wrote over at GameFAQs for specific titles).

There are not that many titles we got that the US didn't though - mainly localisations of Simple 2000 stuff, some AFL and cricket games, a ton of Singstars and stuff like that. A number of games released on CD in the US are on DVD in PAL, which is nice.

Pretty much what MattK has said and I wouldnt really see the need to go after a PAL PS2 unless you're collecting, a mcboot or swap disks or something would enable you to play your games on an NTSC unit.
