Why can't I choose to use my custom weapon sets before a match?

I set up a custom weapon set with desired gun,gadgit,etc but at the start of the match I go to choose it and it does not show up, the only ones that show up are the stock options.

Do I have to be at a certain level or something?

When the match is about to begin just before u are droped into start the match...look up at the top of the screen and you will see loadouts just move them to the right to pick your customs
