There should be a link above to the DPGuide = Digital Press Guide.
The latest is revision 7. You should also be able to find digitalpress selling them once in a while on ebay.. or buy one on amazon.com

The DP guide is the best book ever and I only just got mine today :D But seriously its really helpful and certainly worth the money.

It's a rarity guide with suggested prices for each item. Also there is some information about each game like Developer info, Easter Eggs, and the Santulli Slant (great stuff). There is also a nice photo gallery and stories in the back of the book. You can see the list of systems covered on the link giving above.

The DPCG7 is the best game-related book ever made, at least until next year's 8th Edition. Rarity listings are part of it, of course, but there are fantastic trivia tidbits, and Easter eggs, and insightful/hilarious capsule reviews by Joe Santulli, and gaming lore, and tons of info on rumored and unreleased games. It's not just a collecting resource, it's a fantastic read. Purchase a copy by any means necessary. Steal the money. Sell your bodily fluids. Whatever it takes.

Find a friend who can order stuff through the net, and then buy it off him.
Seriously, I can't think of any places here that would regularly carry it. Maybe a specialty video game retailer would order it for you, but I'm sure you'd be paying for the profit they'd make on it too.
If you don't have a credit card, then I'd guess that a U.S. money order sounds like the best bet.
