You want every character...?
Currently playing the latest Mortal Kombat and there's 4 there: Mileena, Kitana, Jade and Sheeva.
PSO III has at least one.
Chrono Cross has several.
I'm sure the Fire Emblem series has several, which currently elude me.
Really this could go on and on.

Sheeva, Mileena, and Kitana are not black. Cosidering Sheeva is part of a mythological race, she can't exactly be black? And Mileena and Kitana? Considering Mileena is a clone of Kitana who is clearly white and/or tanned (just look at the movie/animated series), I don't really understand what you are saying. So I guess, maybe all tanned or dark skinned people = black to you?
Having said that, wait, a second... almost everybody in Mortal Kombat are made up races and non-human. Nobody is "black" in that sense at all then.
There is a truly African American female protagonist in Valve's Left 4 Dead 2, Rochelle.

Tanya from Guardians of the Hood is a sistah.
Storm is African, not American, and I'm pretty sure the MK chicks are from Outworld or Edenia, so also not American.

To be honest I wasn't giving it a whole lot of thought. Race is a non-issue for me, as in it rarely crosses my mind until someone points it out to me.
I guess they aren't. If you are meaning black as in the racial colour (non-white) then probably yes but if you take black to mean a certain ethnic race i.e. African etc then no.
This is a very dodgy, easy troll subject!

Adam- Streets of Rage
Skate and Max- Streets of Rage 2 (Skate's also in SoR 3)
Cyborg- Any Teen Titans games
Barret- Final Fantasy VII
Shaquille O'Neil- Shaq-Fu
Micheal Jackson- Moonwalker
Sheva- Resident Evil 5
Jax- Mortal Kombat series
Gauntlet: Legends and Gauntlet: Dark Legacy have a number of black characters as well.
Edit: Yes, I know that only a few are girls, but (namely the females in the Gauntlet games and Sheva), but I figured you could use them if she goes the "hardly any black people in games" route.

Most of the characters you listed aren't women so they don't count, just Sheva and possibly Michael Jackson.
As for Beyond Good and Evil, that doesn't count either as Jade's ethnicity is never really mentioned.
http://en.wikipedia.org/wiki/Jade_(Beyond_Good_%26_Evil)
Despite discussions and comments about Jade's ethnicity by Wired.com editor Chris Kohler and forum goers, it has been established that because Jade was not from Earth, she had no real ethnicity.

I understand
I'm surprised nobody has mentioned games like Fallout 3, New Vegas and Mass Effect, where you can make your own character in great detail, including race and skin color. I'm currently playing as an African American gentleman in New Vegas, one of the reasons being that I remembered that the last time I played as a black man was in The Suffering and because the caucasian models that were generated for me always ended up looking awkward.

Silly question. With the exception of the Japanese, who for whatever choose to make alot of their games with Caucasian characters, most media is going to reflect the designers to a degree. Most western games are made by White people so most of the lead characters are White by default [with a option to change their look added in most of the time now since the PS1 era].
Lara Croft in tomb raider would probably have been black if that game was made in Haiti and by Haitian developers. The lead devs on that game said they designed her after what they felt was their "ideal" woman, im sure for a black dev it would be different than what Laura turned out as.
On topic, Black female characters that I can think of are pretty limited, Shadowman had one I believe and the Suikoden series has some to. Hispanic and Asian females are pretty common in games. Idk why, maybe its just demograghics, Asian devs are very common and Hispanic may be more common than black or African-American devs.
The media reflects the developer base for the most part though, if you want to "diversify" it then look into the development field and try to find work there. Its like asking why most of the back up dancers on rap videos are black...No offense but rap is dominated by African-Americans and they choose Black female dancers most of the time for that reason - its what they prefer and its reflected in the cast.

African American is a poor use of words. More than likely, all the black people you know are American. That's it, just American. Also. All African people are not black, so a white person born in Africa(or an Indian or whatever actually) who happened to be a legal resident of the North or South America would be African American.
I already know the op is no longer here, but just wanted to get this out there.

It's a flawed term, but we know what it means.
Everybody knows that racial labels are flawed and inaccurate. There doesn't seem to be any rhyme or reason to how we describe people. Sometimes we use actual meaningful terms, like caucasoid, negroid, etc., sometimes we use country or continent names, and sometimes we use religious affiliations. Outside of physical anthropology, nobody seems to give a shit about being accurate or consistent.
We call Japanese asians, even though japan is not part of the continent, but we don't call indians, russians, or persians asian. Oriental could mean anything from Chinese to turkish, depending on the context. It's all just a mess.
