I'm referring to cartridge based games that were packaged in cardboard boxes.
A good example I think is T&C Surf Designs on the Nes. I've seen complete copies of that game more than any other Nes game. A friend of mine bought a cart only copy last summer for 5 dollars and I've since then seen a complete copy at 4 different game stores for 5 and under.
Another would be Texas Hold Em on the GBA. I know the game sold like shit and stores couldn't give them away, but it seems like you'd have an easier time finding a complete copy than a loose one.
What of your experiences?

Berzerk and Asteroids for the Atari 2600. There was a store nearby that had a huge stack of Asteroids, all boxed and complete, at $1.99. After a while I went back in and found that they'd pulled the cartridges out of the boxes and threw everything away because they took up too much space on their shelves. :(
I also tend to see Nintendo's Golf and Lee Trevino's Fighting Golf boxed. I even have a copy of Golf that's still factory sealed. I guess Golf wasn't a popular genre on the NES.
As of right now I'd have to say N*Sync Get to the Show for the Game Boy Color. The local Five Below's have been stocked with this game for what seems like over a year now.

That reminds me of my local K-mart. They still have copies of Thunderbirds, Unfabulous and one of the Kim Possible games for the GBA still priced at $14.99 each. Bleh...

A good portion of the original INTV line up... and you can't even give them away.

Sonic 1 and 2 for sure. Sold well, and they were pack-ins.

Texas Hold Em' on the GBA for sure. I also pretty much always see Anticipation on the NES CIB.

Vegas Stakes for the SNES. A couple of local game stores have had stacks of CIB Vegas Stakes for ages.

E.T.? I dunno.
Personally, I have seen the most of Drill Dozer (GBA). It must have had a large production run late in the GBA life. Up until last year I was still finding that game new and sealed at retail stores. I also remember a lot of sealed copies on Ebay back when I was researching the game.

Super Mario Bros. / Duck Hunt and Super Mario Bros. / Duck Hunt / World Class Track Meet combo cartridges are very very easy because in order for them to be considered complete, all they need is their instruction manual. No boxes were ever made for them until people started making custom boxes for them in 2009.

Technically since they were pack-ins they would need to be in the original system boxes to be complete since that's how they were originally sold. At least that's how I'd feel about them. :D

Agreed. Didn't this get a Majesco rerelease?
I would also add Silent Service for the Nes.

Solaris for Atari 2600 seems like it's not only very common complete, but also sealed.
