problem with mass effect 1

so far i have played through the game twice, but i still cannot unlock hardcore mode, i thought that making a second character would help but i still cannot access hardcore mode.

am i doing something wrong? I beat the gmae twice and the pages i say to beat the game once on normal mode and i have done it twice. Do i have to beat it on the veteran difficulty too?

I think you have to beat it on the hardest available difficulty.
