I've personally only cleaned my original console when I changed the 72 pin connector. Any other consoles I acquire get taken apart and cleaned as soon as I get them. Unless you have severe pet hair issues or bugs or something else abnormal, you shouldn't need to clean them ever.

Older systems, especially cartridge based systems that don't have moving parts and don't need cooling fans pretty much never need cleaned out (assuming you looked inside at least once after purchase).
If you have a system with a disc drive or cooling fans or a propensity to overheat, then it will need cleaned out every once and again, but it's incredibly dependent on the environment in which the system is kept, so nobody can really tell you how often to do it except you.

The inside? You mean the connector or the inside of the plastic? I clean the connector from time to time since I don't have a new one.

Never, preferably. I've cleaned the cart contacts on a number of them as routine maintenance but its not like there is a fan in the NES that fills it with dust and hair.
Beta, I ment the inside of the plastic.
I just want to make sure I know how to properly maintane my console to it will opperate correctly for many years to come.

For the most part, I have dismantled / cleaned my older systems shortly after purchase. Since there is not a fan blowing dust inwards, they generally aren't too bad, aside from the occasional junk that was purposfully shoved inside (found a penny in a Sega CD & a small army man in a genesis).
Since the only thing that is going inside my systems now are the games, I don't see any particular need to do it again, unless repairs need to be made.

As long as you don't shove dirty games in there, live in an excessively dusty or salty environment, or have a bug infestation regularly cleaning the interior of the NES is something you don't really have to concern yourself with.
Although if you are still worried about keeping it clean, then blow out all the loose dust now and check it again in one year. Chances are you will find very little dust accumulation.

I've cleaned my consoles once or twice. That's it. I clean carts as I get them.
As for my NES, it's a toploader so it's not too fussy :)
I was thinking of shooting some Duster in there to clean out the dust every now and then.
