I have an idea on how to get the RGB output from my NTSC SNES to my display. Will it work?
First, I would get an arcade converter board (http://www.amazon.com/gp/product/B0051SLJAG/ref=s9_simh_gw_p23_d0_g23_i1?pf_rd_m=ATVPDKIKX0DER&pf_rd_s=center-2&pf_rd_r=1FT7CFF2Y27Q46KHSASS&pf_rd_t=101&pf_rd_p=470938631&pf_rd_i=507846) (which supports 15khz signals).
I would buy a SNES RGB scart cable, cut off the scart end, and solder the R,G,B,C-sync, and ground to the five pins on the cga/ega input.

Depends on your LCD display does it support 15hz signals, if not then you wont see anything at all except an out of range message. Now if that convertor board you linked converts a 15hz signal to a 31hz signal then it should work on most LCD monitors.
If the LCD supports a lower resolution like 320x240 and that board up/down-scales it to that resolution then that's much better since it's closer to the native resolution of the SNES. If the board up-scales it to 640x480 then that's the easier option since most all LCD's support that resolution.
If your LCD is an HDTV, then you have three other options. One is to get a SCART to HDMI convertor which will upscale the RGB image to 720p. This is the easiest option since HDMI has both audio and video in one wire. The drawback is it up-scales it to 1280x720.
The next is a SCART to YUV convertor. Only thing is you would have to get a SCART switch box with RCA audio out. In my opinion this option much better since your getting a native resolution and both the signals are analog RGB and YUV. Only problem thou is you have to make sure your HDTV has to support lower resolution component signals.
The last option is much more expensive but if your a purest and don't wanna convert RGB to a YUV or HDMI signal then, you need a XRGB. That little box will convert a 15hz SNES RGB signal to a 640x480 31hz signal that most LCD's and HDTV's support.
So you have alot of options to get the best possible signal out of the SNES. Just depends on how much you wanna spend and how complected you want it to be, but in the end the picture is amazing.
