If you download/install this before Sept 20th, what happens after Sept 20th? If you uninstall after do you lose the game and need to pay the next time you reinstall?

Nope. Its permanently tied to your Steam account. You can install it wherever/however you see fit. I got Portal for free when they released the Steam application for Mac. I was able to install it on both my PC and Mac.
