Mid 70's most likely.
I think this is the best site about Tomy Pocketeers even tho it hasn't been updated in over 10 years.

I love these. Had them as a kid and found a few of my old ones about ten years ago. I rarely see them in the wild, when I do, I buy them. I have about 10-12 of them, still lots of fun!

i've had the pac-man one ever since I was a kid, loved that game., didn't know there was a whole line based around em.

In the past year or so I have expanded my thrift store searching to try and find some more of these. I had Obstacle Course when I was a kid, but managed to lose it in a move. A year ago I found a couple still in their box (unfortunately they're the lamest ones out of the entire line) and another one in a thrift. I'm always keeping my eye out, I just love those things.

Wow, I didn't even know these were part of my memories until I saw the pics on that old link. Very cool.
What are these long-stem mushroom things in this pic? They're funny.
