mario kart 7 can't play communitys red "10" circle? Help

Hi guys, I signed up for a few communitys on mario kart 7 but it wont let me play in them. After i select one it shows a red number 10 in a red circle but when I click on it nothing happens. Does that mean theres knowone from the comunity there or what? Thanks.

Yeah, like a chat room or clan server, if nobody is there (or a minimum to start a race) it'll be red.
