I know that in the first Resident Evil, you would see certain cutscenes based on things such as what order you explored the rooms.
Is this true in Resident Evil 2 as well?
Also, is it possible to run into William Birkin before entering the sewer? I also noticed (in Claire B) that I don't run into the Trenchcoat Tyrant all that much, but I recalled watching a friend play and he ran into the guy practically all the time, so I assume I'm missing triggers.

I'm pretty sure In the first game, the cutscenes you see are the same every time you play. The only way to change things is to not save one or both of your two 'buddy' characters.
I also noticed (in Claire B) that I don't run into the Trenchcoat Tyrant all that much, but I recalled watching a friend play and he ran into the guy practically all the time, so I assume I'm missing triggers.
If I remember correctly (it's been well over a decade since I played through the entire game) Tyrant had set trigger moments and only time he'd reappear is if you fled from him, otherwise he wouldn't show up until the next set event.

There are some that only trigger if you meet certain criteria. One notable early example is (in Jill's game) Barry rescuing Jill from the room with the descending ceiling trap--if Jill has already gotten the fake shotgun, he won't be there to rescue her. Another instance is there's something you can do to trigger a cutscene where he meets Jill in the upstairs main hall and he gives her grenades. This one required some very-easy-to-miss criteria (I think you had to explore every possible downstairs room before heading upstairs).
All I was asking is, if this kind of thing happens in the second game as well.
And, for that matter, if its a series-wide tradition.

The way the games are designed, it's more like you're bypassing the cutscenes by doing stuff before you're told to.

You can't skip any main story scenes if that's what you're asking. And like Kedawa stated, Tyrant is in the same event locations every time you play.

you sure you're not confusing that playthrough all those years ago with a playthrough of resident evil 3? the nemesis chases you a shit load of times, more if u run, i think bare minimum if im remembering correct was 7 times if u stood your ground and fought every time

A Jill sandwich is a zombie delicacy, prepared by crushing S.T.A.R.S. member Jill Valentine (of Resident Evil fame) in a room with a slowly-descending ceiling. When Jill is reduced to a nice, squishy pulp, zombies spread the resulting pulp between two slices of bread and enjoy a nice snack. Alternatively, if zombies are out of bread, they can proceed to lick the Jill pulp off the floor.

I could be getting RE2 and 3 confused. Just answer one question:
Does either game have a cutscene where the Tyrant analogue breaks through that painted window at the top of the Police Station's main lobby? Cuz that's the main cutscene I've been expecting and so far it hasn't happened yet.
And yeah, I do get the feeling I've been doing ungodly amounts of sequence-breaking without even knowing it.

Okay, I've beaten both the A games and both the B games.
Scenes I kept expecting that I never saw:
* Tyrant breaking through that painted window in the police station.
* Tyrant breaking through the boarded-up door in the upstairs hall (the one where you push the two statues to get the bigger statue to drop a ruby)
I'm guessing both of these are actually in the third game.
Also, is there a way to access that lab that requires two to enter? Both the B games make it sound like it should be possible, but I've never gotten it to happen. What's in there? Or is this, too, something that gets brought up in Resident Evil 3?
