Maybe this demonstrates ignorance, but how do you know an RGB monitor when you see one? I mean by other than, say, the Commodore brand name, since there are others that can be used. What are the specs? I remember someone saying you could use early vga monitors since they would sync low enough. How low is low enough and how can you tell?

They come in all shapes, sizes, and signal formats. But they all scan at 15khz horizontal, which is TV freq and what all video game systems output. How can you tell? Lets start with the Commodore Amiga monitors:

They will have at least one large DIN jack in the back labelled "RGB", in addition to standard RCA jacks.

Then there are the monitors that were produced for professional applications, including video editing:

Usually have BNC connectors labelled "R" "G" "B" and "Sync", one connnector for each signal.

Finally, there are the PAL monitors:

Have a connector that looks a bit like the unholy union of a Playstation controller jack and a printer port: a SCART connector. These take a little more modifications to get to work with your console systems, but not much more.
