I need to know how to verify it on Samurai Spirits (NGH-063 I believe this is number 2) The only seal I can find is some clear security tape with a peach colored Neo Geo logo. Did these come with other seals such as a cellophane wrap or shrink wrap or is this "New in Box".

Nope, that's the only seal SNK ever used on both their US and Japanese AES carts. Even worse, the later snapcase games had no seal at all in most instances. The seal itself is not always clear evidence that something hasn't been resealed. There is at least one vendor on Ebay that sells new AES cases complete with the sealing stickers.

Are there any indications I should look for either way?
At this point I'm inclined to sell it as NIB, as my source is reliable, just so I don't need to make a "What is it Worth" thread if anyone knows please tell me.

Well, I would look closely at the sticker and as long as there isn't any white residue present, it's probably NIB. Honestly though, the only way to know for sure is to crack the game open to examine the cartridge and manual. Having said that, it's a super common Japanese AES game. In fact, there are multiple copies available on Ebay right now. They tend to go for $50-$70 NIB.
