Touring Car Challenge is the US Playstation One name for Toca 2. So, Toca 2 exists in the US, it's just not called that.

Your question is answered, but I had to add that I loved the PSOne games. Was sad to see the series get the overhaul that it did on the PS2/Xbox. And the latest game, Grid, barely even resembles the original three games.
Don't forget that Jarrett & Labonte Stock Car Racing is ToCA 3 (Released as ToCA World Touring Cars in Europe). Great game and the best of the three. They licensed two up and coming NASCAR drivers with famous last names for the title (Whose careers eventually never really panned out, although Justin Labonte did win a Nationwide race before his career sputtered out) to try to make it more attractive to American fans. But that was the extent of the modifications.
