I recently purchased a SNES from eBay, a system I never have owned. I also bought a few games. The first games came today, but I don't have the system yet.

One of the games, Donkey Kong Country, is labeled with SNS-8X-CAN, but the box and manual are labeled SNS-8X-USA-1. Is there a difference between a USA and Canada cartridge?

I doubt it. Very few games have Canada changes in-game.

For that matter, I don't believe Donkey Kong Country on SNES was translated to French. Europe or otherwise.
Unlike 2 and 3 where even US copies had the option.

Exceptions are Kirby's Adventure, also The Legend of Zelda A Link to the Past. Those two games got fully localized Quebec editions never sold in America.

There is a version of Link to the Past that is in French, but other than that, all Canadian games are just label variants.

The PAL version had English, French and German.

But the only difference between the two is that I think Canadian boxes were bilingual (unsure about the manuals).

I have a couple Canadian NES games and the only difference seems to be that any writing on the labels, other than the name, is in English and French.
