I'm a not a "Collector" per say. I'm more of a fledling Gamer with an interest in retrogaming as a unique experience.
I'm thinking about getting an ATARI (or another pre-NES) system:
Which console should I get that would give me the widest range of games to play.

I'd go with Atari 2600. From arcade classics to filthy, rotten porn games. You'll find everything.

a breakdown from someone that grew up on post-NES games...
Channel F - Just don't.
2600 - bread and butter, most versatile system. Simple to pick up and learn. Easy to find games for, lots of great games, but lots of crap games as any super-popular system will have
5200 - Great hardware, if you can get past the joysticks this system is near the top for % of great games. There's only about 50 or so releases though, and they aren't as easy to find. If you get one with working joysticks and everything, this system won't disappoint.
7800 - NES and sometimes better graphics, the official joysticks are more durable then the 5200 but aren't the best to hold for long periods of time. Good games, but also can play the entire 2600 library.
Odyssey2 - doesn't have the sprite/graphic quality of the 2600, but won't flicker and has excellent animation. The joysticks are great to use, and comes with a keyboard for interesting game applications. Games are really hit or miss with this, not much 'middle ground' games. Pick Axe pete will suck you life away for weeks at a time though. Except for Power Lords, games for this system can be had very very cheap.
Coleco - I have no experience with this system.
Intellivision - Great system game-wise, but the early systems have been known to overheat, and the joystick is really a disk that can be controlled 8 ways. Not... really all that great of a joystick. Games seem to be generally inexpensive and more plentiful.
I'd reccomend out of all of these, the 5200, 7800 (if only to be able to play 2600 games as well), or the Odyssey2.

I'd say 2600 or Colecovision.

How much do the better games run? (my local used Shop only carries NES and up)
Do an eBay search & compare/average the prices...

AdamG, What can one expect to spend on an Atari 7800? Do you need an "adapter" to play 2600 games?
How much do the better games run? (my local used Shop only carries NES and up)
I know a shop near me selling sealed 7800 games for $5 a piece, so it can't be too awful.
the 7800 can play 2600 games out of the box. The Atari 5200 can play them as well, but it does require an adapter, and the 2-controllerport model is better suited to use it.
